The company is a Libyan EPC/EPCM and energy infrastructure company specialized in power generation, electrical infrastructure, renewable energy, industrial engineering, and large-scale infrastructure projects. Your Mission as a Tender & Business Development Officer:
As a Tender & Business Development Officer, your mission will be responsible for identifying, monitoring, and pursuing business opportunities with Libyan government entities, particularly the National Oil Corporation (NOC), its affiliated companies, the General Electricity Company of Libya (GECOL), and other public sector organizations.
The role focuses on securing supply contracts for spare parts, industrial equipment, electrical and mechanical materials, engineering products, and related technical services.
You Will Be Handling These Duties and Responsibilities as a Tender & Business Development Officer:
Monitor tender opportunities issued by NOC, NOC subsidiaries, GECOL, government ministries, and public institutions.
Identify and pursue new business opportunities related to spare parts, industrial equipment, electrical equipment, mechanical equipment, engineering materials, and technical services.
Build and maintain strong relationships with procurement, contracts, and commercial departments within government entities and state-owned companies.
Register and maintain the company’s vendor and qualification status with target organizations.
Coordinate with technical, commercial, and supplier teams to prepare competitive technical and commercial proposals.
Manage the tender process from bid preparation and submission to clarification, negotiation, follow-up, and contract award.
Communicate with local and international suppliers to obtain quotations, technical documents, and commercial offers.
Maintain a pipeline of upcoming tenders and business opportunities and provide regular updates to management.
Support contract negotiations and coordinate internally during contract execution.
Identify strategic suppliers and partnerships that can strengthen the company’s competitiveness.
Qualifications and Skills That Will Allow You to Thrive as a Tender & Business Development Officer:
Minimum 3–5 years of experience in tendering, business development, procurement, or commercial activities.
Bachelor’s degree in Engineering, Business Administration, Marketing, or a related field.
Previous experience with NOC companies, GECOL, EPC contractors, or industrial supply companies is highly preferred.
Strong understanding of Libyan public procurement procedures, tender requirements, and vendor registration processes.
Good network with procurement, contracts, and commercial teams within government or state-owned organizations.
Experience in sourcing spare parts, industrial equipment, electrical and mechanical materials from local and international suppliers.
Strong commercial awareness and ability to identify and convert opportunities into business relationships and contracts.
Excellent negotiation, communication, reporting, and presentation skills.
Excellent command of Arabic and English.
Good knowledge of Microsoft Office applications.
High level of integrity, professionalism, confidentiality, and follow-up discipline.
Willingness to travel within Libya when required.

Working Days & Hours: Saturday to Thursday (8:00 AM – 3:00 PM)
